The third wave of democracy in Latin America began around 1978, opening a promising era that followed different trajectories in strengthening democratic institutions in the countries of the region. However, since democracy’s comeback important setbacks have occurred in the region, some directly political, others more related to democratic life, the performance of institutions, or the granting of crucial liberties on the part of governments. One particular tension bringing setbacks in the practice of Latin American democracy has to do with freedom of the press.

Dr. Eric Aronson is a clinical psychologist specializing in trauma treatment. He practices at Family Associates of Merrimack Valley in Chelmsford, Massachusetts. Dr. Aronson is Coordinator of AIUSA Group 133's Refugee Action Team, and was AIUSA's Northeast Regional Refugee Coordinator from 1998 to 2005. He is the 2011 recipient of Refugee Immigration Ministry's Constance Hammond Award for Service to Refugees and Immigrants.

In Africa’s Odious Debts, Léonce Ndikumana and James K. Boyce reveal the intimate links between foreign loans and capital flight. More than half of the money borrowed by African governments in recent decades departed in the same year, with a significant portion of it winding up in private accounts at the very banks that provided the loans in the first place. Meanwhile, debt-service payments continue to drain scarce resources from Africa, cutting into funds available for public health and other needs.
