The third wave of democracy in Latin America began around 1978, opening a promising era that followed different trajectories in strengthening democratic institutions in the countries of the region. However, since democracy’s comeback important setbacks have occurred in the region, some directly political, others more related to democratic life, the performance of institutions, or the granting of crucial liberties on the part of governments. ABOUT DR. V & ARAVIND Dr. V, was a crippled eye surgeon who battled incredible odds to transform an 11-bed eye clinic into the largest and most productive eye care system in the world. Today, the Aravind Eye Care System delivers world-class medical services to over 2.7 million people each year. The majority of its patients pay little or nothing and yet Aravind remains stunningly profitable. Its baffling model treats everyone from penniless farmers to the president of the country, and delivers outcomes that meet or exceed those in advanced nations. Its innovative approaches are now being emulated in organizations everywhere from Rwanda to San Francisco. Infinite Vision is the first full-length book to tell its story.

In Africa’s Odious Debts, Léonce Ndikumana and James K. Boyce reveal the intimate links between foreign loans and capital flight. More than half of the money borrowed by African governments in recent decades departed in the same year, with a significant portion of it winding up in private accounts at the very banks that provided the loans in the first place. Meanwhile, debt-service payments continue to drain scarce resources from Africa, cutting into funds available for public health and other needs.
